In context, Frank Underwood has just pushed one of his chief political allies since season 1 down the stairs because she was about to give a testimony that would hurt him. She miraculously gets into a coma exactly as Frank intended, even though she could have just as easily just have a few bruises and be able to ruin Frank's career entirely. Despite the Secretary being terrified of Frank and attempting to secure immunity (as well as making her intent to testify clear to the investigating committee without him finding out), she shows up to his residence for no reason but to tell him that she is going to testify and that nothing he can say will persuade her to do otherwise. Afterwards, nobody bats an eye at the Secretary of State suddenly being in a coma and unable to testify even though everything pointed to her testimony being especially damning to the president, the only person to be with her when she fell (which was conveniently off camera).

Then in the next episode, Frank reveals that has been planning for a while to resign. The investigative committee which he prevented the Secretary from testifying to disbands, making him pushing that Secretary down the stairs completely and utterly meaningless, since he was going to resign anyway.

See, she was going to testify against Francis, but went to visit him before she did, and that's when he does that when she exits his place.
Because as you know the best time to try to murder someone is when you have all the motive in the world to do so and everyone knows you're meeting with them.
Thankfully no one seems to care. Some find it all very convenient, but there is barely a response to highly likely attempted murder.
