In nyc an apartment like that would probably cost over 1500 a month in rent alone, and I'm willing to bet Harry handled most if not all of it because he really respected and appreciated Peter for being such a good friend (and probably his only real friend besides MJ) and always helping him with science class in school, and in spiderman 3 he implies that he always protected/stood up for him in high school. Obviously he and Peter were good friends and he would've been more than happy to pay rent, and Peter probably offered to pay for cable, electricity, etc.
