The music was the biggest gripe I had with the whole thing, the first had a soundtrack full of stuff that Scottish heroin addicts would have listened to probably, but the shit in this one seemed to mainly be really bland top 40 hits that even in their calmed older states would still probably hate.

There are a lot of flashbacks and reminiscing on how thing used to be, that's true. But it's always about the "simpler" life and his friends, not really about how his hometown changed.
Nor do I remember any examples of racism/xebophobia by him, so I don't think that Renton would be bothered by a Slav chick in white stockings and a red skirt handing out flyers.

Not that I'm an expert on this, but to me a red herring is something misleading on purpose while Chekovs gun is basically a pointless scene.
