well we havent really seen her rule. all we saw was her getting crowned while the city is still in shock. and she doesnt actually rule much of the kingdom - the north was just taken by jon, so she doesnt control that. the vale aided jon against the boltons, so they are in rebellion against the crown as well. meanwhile the martells and the tyrells are already preparing to rise up against cersei as soon as daenerys arrives.

all cersei controls are the crownlands around kings landing, the lands of house lannister itself, and house frey (which just suffered aryas assassination of lord walder)
