My interpretation has always been that when Sneed opened the store someone told him he had to name it and he misunderstood it and actually named it, like giving it a human name, so he chose Chuck. Later on however, someone pointed out he had to give it a store name so he decided to change it to Sneed's feed and seed to avoid embarrassment. He, however, was so dumb he decided to keep the Chuck part up and people still know about the fuck up he originally made
