Probably because they couldn't think of a way to make a fight on that bridge look good, and because it would take away from the scene where Arnold fights the Predator. The big thematic shift in the movie's final act, when the prey finally stops running and turns the tables on the hunter, would be weakened if they already did a scene like that with Billy. By killing Billy offscreen the movie keeps the audience primed to fear for the remaining characters who are still fleeing from a seemingly unstoppable threat
