His name is actually Godfrey Jones. You see Homer had just been praying to God for help prior to this and, as such, the delay in how Godfrey introduced himself implied for a second that he was actually God before he revealed himself to not actually be so. It was a humorous little gag for the audience to enjoy. I hope this answers your question OP.

Chuck didn't want to sell his store so Sneed hired mercenaries to kill him and steal the store. What you should get from this scene is that Sneed is a violent and deranged man and it sets up why he is so rude and cruel to Homer.
