It's just a terrible / weird shot from one of the Fast and the Furious movies. It's angled so the Rock is standing beside and looking past Vin, but it looks kinda weird and like he's posing up directly infront of Vin, to his face. The Rock looks tiny compared to Vin in the shot because of the angle.

I know that we're all memeing here, but in the actual next shot you can clearly see that standing side by side. I guess they thought it was cool to stand side by side and talk into each other's ear or something, but it is intentional.

If Rock didn't have the personality that we know him by now, I wouldn't be able to tell the two apart. I can't believe it took this long for beef to form between the two when they basically are going after the same market with the same look. Both can't thrive.
