It's about them using a set-up once, without introduction or later development.
In South Park they usually appear several times and actually do things that are somehow connected to the celeb and the show.
E.g. that black rapper that sings interviews while tom cruise is locked in the closet.
Seems weird and pointless, until you learn that guy wrote a rap opera.
