Sarcastic answer - the moment they thought Pirates needed a sequel.
Actual answer - the writers fundamentally misunderstood what made the first movie so great, and once they'd made the mistake and gone down the rabbit hole, the inertia continued to carry them all the way to the bottom.
Black Pearl was basically a formulaic adventure story with a lot of style. The characters were never meant to be more than flat audience substitutes. The pirates were fun because they were concerned with treasure and saying "arr". There wasn't any metaphysical baggage or epic world-saving. The sequels should have been more like spinoffs - leave the couple to their Happily Ever After and follow other adventures around the Caribbean, with familiar characters like Jack drifting in and out.

The opening should have shown Will meeting his son for the first time, telling him about the curse, and being heartbroken at sea over his fate and deciding to search for the trident. Then show his gradual change into a Davy Jones-esque character.

Yeah, should have been Will initially searching for the trident to break his own curse.
A series of scenes showing Will growing barnacles, claws and tentacles would have been cool, and added emotional weight for Henry's character.

The Compass Plot was done horribly.
IMAGINE:
A history of the creation of the compass and all of its former owners, those who betrayed the compass and what happened to them as a result. Would have been a really cool way to open the film.
Instead:
>1. Jack gave away the compass to Will/Elizabeth in a previous movie. Guess that didn't count?
>2. How would Salazar know Jack had the compass and that the compass would set his crew free? Salazar never even met Jack.
