I think we often over estimate how popular DW used to be when comparing to now. For example:

You can dig through the detailed documents; they list Doctor Who as the first driver for young audiences, Doctor Who's US Amazon deal as the major success of BBCWW, and Doctor Who and War and Peace as the two successes of BBC Wales.

The previous report is earlier, because it does have the overview, which lists Doctor Who as the first thing in the "Highlights of the year".

Meanwhile, BBC Studios' press release on 1 April 2017 lists their major brands "such as the BBC name, Doctor Who, and Strictly Come Dancing".

Maybe they could live without Doctor Who, in the same way that a car company could live without their best-known brand—but why would they want to?

It's not at all the same as in 1989, when two of the three people at the top hated Doctor Who and wanted it to die. Not to mention that in 1989, the BBC wasn't allowed to consider overseas sales or merchandising as part of their programming decisions, but BBC Studios is required to consider them.

And of course as soon as they canceled Doctor Who, they were immediately looking for ways to revive it without having to deal with JNT. They signed the Nelvana deal within a year; they canceled that for another animation deal that's never been disclosed in full detail; they canceled that for the Segal/Fox deal that then took 3 years to actually produce the TV movie.
