It may be a comedy, but for the sake of debate it must be taken seriously, and in the movie, he has superhuman abilities and homing arrows.

Legolas gets btfo. I'm not even sure why he's getting put in the top tier. He's a good archer and very agile. That's it. He does not have homing arrows, explosive arrows, dangerous gadgets, traps, magical powers, or anything more than mildly better than human speed and dexterity.
