I think the language and the Tamarians are far more developed than they're given credit for.
The argument on the Tamarian bridge is clearly scripted and rehearsed, and the same simple phrases are repeated and over again throughout the episode. As Picard begins to understand the idea of an allegorical language, Darmok introduces new phrases and concepts.
