Lucas had a thing for putting 20 + artists in 1 room and letting them draw whatever they wanted for how the characters should look. That's what one artist drew and this was supposedly going to be Maul's original outfit.

You should watch the making of Revenge of the Sith. One guy drew Grevious to be a small demon baby on some metal chair and Lucas responds "The villain is a child? Now that's real scary". lol
