i understood it as the manifestation of what grady had said. "you've always been the caretaker."

even though we, as the audience, know that's not true, the hotel in its supernatural form exists perpetually frozen in time, and the souls that haunt the hotel are stuck in that time forever. jack being a part of the photo is just a confirmation that he has been consumed or absorbed by the hotel, and his soul now belongs with all the other guests.
