They all willingly did it. They were driven to kill Jack just as much as him but weren't fast enough to get on the anchor. Also, it was fucking stupid of every single one of them to go down there meaning none of them were left on the ship. Jack's crew were smart enough to drop an anchor for them. The compass saved him by inspiring him to trap Salazar in the triangle. By trading it for a bottle of rum he betrayed the compass, just as his old We Wuz Captain n Shiet told him not to. The actual set-pieces were fine. Guillotine bit was funny. The "bank robbery", zombie sharks, and bottom-of-the-sea bits were fun and inventive. The actual plot (what little there was of it) though, was clearly a vehicle for passing the torch from the retiring crew and bringing old characters back into the franchise.

Strong independent horologist's "my name is Barbosa" line was on the same level as Han meeting Rey and having her fly the Millenium Falcon--it was a clear attempt by Disney to convince people who loved the old movies that these new ones are legitimate, while retiring aging actors and bringing in new ones. On the same note, Orlando Bloom and Kiera Knightleys' barely-there cameos were there just to set them up in case they ever wanted to come back to the franchise.

On the whole, the film itself didn't even really attempt to be a self-contained story. It was a set-up for the next Pirates movie more than anything else.

Also, young Johnny Depp was ridiculous looking.

I was kind of pissed how they fast forwarded the Pirates series rather than keep it actually to the timeline (but Tides fucked it sideways anyway).

I think it's a mix between nostalgia and the fact that the movies were just fun as fuck and remind us that every once in a while Hollywood is capable of making a blockbuster that has a huge budget but still avoids being soulless. My two guesses:

1. Even with Flying Dutchman magic at his disposal, it's impossible for him to be fast enough to save every drowning person in the ocean

2. He willingly let some people go, probably children, the same way he let his son escape at the beginning of the movie (he was shown to directly go against the wishes of the crew, stating he couldn't hold them back any longer, or something like that)

He would still be doing his job the best he can, but my guess is if he even lets a few souls slip through, he starts transforming. Being responsible for every drowned man in the sea is tough.
