I dunno, to me personally it seemed like they were just riffing off of police procedurals or something. Throwback an old way of doing things. Lynch's work is full of struggles with an artifice, think of the weird mechanical bird at end of Blue Velvet.

I don't think Lynch wants this stuff to be the focus of discussion (cause he seems to avoid directly answering shit like this anyway) but I think he is most definitely adding these little subversions of form here and there. It's like the soap opera camp of the original got replaced with the occasionally retro/odd effects.

I was way more bothered by the Dougie scene where his head turns to smoke and a ball comes out of it. This scene is actually great, the simple visual effect was reminiscent of Eraserhead in a lot of way.

Also, the sound definitely helped, that screeching "NON-EXIST-ENT!" is already one of my favorite Twin Peaks moments.
