I imagine that most of them started browsing when 'pepe' had already kicked off like around 2013 or so they associate 'pepe' with their honeymoon phase of browsing 4chan and cant let go.

Nah, Pepe is legitimately a great meme, as is Wojak. They endure because of the intrinsic potency of the core submemes associated with each. But yeah, I dunno why OP is surprised. Image boards aren't really some obscure corner of the web.
pepe and wojack are kind of eternal though given their modality and ability to express such a range of emotions which are useful on an image board.
