The problem with /tv/ is that no one gives a fuck, mods or posters. On a shitty but redeemable board, there would still be some quality posts, but they'd be drowned out by shit. /tv/ rarely has a quality post, and when it does it is 100% guaranteed that it will either get no notice or it will only attract irrelevant memes.
This isn't meant as a "no fun allowed" argument, but when the number of interracial porn threads outnumbers the number of threads about television and film (waifu-posting and bane-posting don't count) you might as well rename the board to /bbc/.
I really don't think anything can be done. The /tv/ community seems to have decided that this is the board they want. And that's fine, I guess; if this board entertains its users then it's doing its job. But it can't be "fixed" without a wholesale change in board culture, and if that happens it won't be because of anything mods or a few users do.
