In the movie it was clearly a futile effort for the sake of reminding posterity about the fundamental ideals of bygone Japan. He had no interest in what was coming so he may as well serve as a bookend to an era he admired.

In reality he was opposed to foreign influence and subjugation of the Japanese in their own country, not to steam engines and refined steel. Katsumoto was a political warrior more than a cultural one, his choice of attire was an aspect of that motivation, not the origin.

I think you are underplaying the relevance of how centralized the Japanese state was, especially after the Meiji restoration. All other attempts at westernization either failed spectacularly (China) or didn't really go anywhere (Ethiopia, Thailand, Egypt) because of resistance by local nobles. It's not just because everyone else wasn't trying hard enough to westernize, it's because there weren't the condition to do so. And in China's case, the ones pushing for westernization were the Qing, which everybody hated, and for good reasons, and later savage warlords funded by rapacious foreign powers
