Depending on the state statute, they could be charged with attempt offenses, given they were trying to commit a crime. The only reason they didn't succeed was because of the decoys, which the perps were not originally aware of.

Most prosecution uses mens rea ,the mentality to commit a crime, and actus rea, the act of commiting a crime, to prosecute people. This show makes it hard to convince a court that the actus rea has taken place since no actual sex was had. Entrapment requires more than deception, though. The government agent has to induce the crime and the perpetrator must not have been predisposed to commit the crime.

Those men were already in the chat rooms, and from what I could tell, the decoys made their "age" known early on, after which point the perps chose to keep talking to the decoys. It's questionable, but I think arguing inducement under those circumstances is a tough sell to any judge.

You might be mixing up different concepts here where they could stand alone.
Lets say a perp puts penis in underaged vagina. If he was in control of the whole fuggening, then he will be liable under applicable statutory rape statutes, regardless of whether he knew the gril was underaged. Now if he put penis in vagina but he was not in control, he could use that as a defense. Read up on the McNaghten and similar rules.
