There are a few different ways to go about this.
There are films such as Conan the Barbarian, which use the score as an effective emotive tool and "round out" the story in a way that goes beyond words.
Similarly in the famous spaghetti westerns or kaiju movies, the music often is its own character that informs the atmosphere of the movie.
A good soundtrack makes us feel like we are in the world of the movie (I recall the jazzy, sadder pieces of the Ghostbusters soundtrack that gave it its New York vibe with a slightly beaten-down underpinning). At its best it's a tool to help the filmmaker get his ideas across.
For example, the soundtrack to Psycho is mostly remembered for its famous string stab, but the entire piece fits and enhances the paranoia and tension going on throughout the film.
