What you're looking for is a distinctly Los Angeles take on New Wave style from the late 70s > 80s that kind of blended early 60s kitsch, ska, and a certain Mexican Day of the Dead colorful gothicness.
Danny Elfman is the epitome of it, so anything of his, but also early Tim Burton stuff and Pee Wee Herman had that aesthetic.

There's a really weird 70's movie called "Greaser's Palace"
It's a story that has a lot of religious references, the main character being a Jesus analogue, wanting to go to Jerusalem to start a singing career. (Cause as everyone knows, Jerusalem is the place to go make it as a star)
He gets on the bad side of a mob boss, Seaweedhead Greaser, a modern stand-in for Julius Caesar, who runs the town and won't let him out of the town until the Jesus character brings his son back to life.
It's a strange, campy movie. It's not really much for music though.
It stars no one and it's main claim to fame, aside from it's bizarre nature, is that it was written and directed by Robert Downey Jr.'s Dad ( and Downey Jr. has a small role in the movie, as does his mother)
