Of the 4 lines used by telephone cable, 2 are for the actual use of the phone (green and red) and the other two (black and ?) were 50v lines to power the old ringers on old fashioned phones.

Landlines attached to non-electronic phones (the old style) still work when the power is off because the phone company uses their own power for their lines.

Now, if you have a modern cordless phone where the base station plugs into the wall, that won't work without power. But a regular old fashioned phone doesn't need power from the electric company.
