No that's not why. Gandalf tells Bilbo to give Frodo the ring because Bilbo promised. Gandalf didn't know it was the one ring until later. Even then he knew the ring was perfectly safe in the shire until he learns later on that gollum told sauron to look in the shire.

Because they knew that he lived in Bag End and when they got there it was a logical next step to assume that he was trying to leave the Shire. On top of that they literally ran into one of the Ringwraiths on the way to the raft in Buckland. Lastly the Ringwraiths are literally drawn to the ring and so they were able to sniff out his general trail.
