Val Kilmer shows up to his wife's house after robbing bank earlier in the day not knowing there are cops there waiting for him. His wife gives him a signal to leave but on the way the cops stop him. He gives them a phony ID and they let him go even though they should all know what he looks like and the only way he disguised himself was by cutting his hair.
The police didn't see him. They were not going to reveal themselves and spook who could potentially be their guy.
The beat cops wouldn't know who he is, and he shown a drivers licence. Simple.
