I noticed that as well. After his presidency ended, people didn't really think of his failures, or his incompetence, but more of how he was a goofy but naive, lovable idiot. Basically just a guy who was just trying to do what he thought was right for his country and wound up being on the wrong side of things.

I think it had a lot to do with more and more people realizing that Dubya wasn't the one who was truly running the show, and that he was more of just a friendly face for the American people while Cheney and the others did the thinking and deciding.
