He spent most of his life fighting against the Mordor but he saw it leads to nothing, there are more and more orcs and Sauron is actually getting stronger. From his POV, Frodo had no chance to reach the heart of the mordor and destroy the ring.He thought Frodo is throwing away their only chance for victory.
Also Tolkien was catholic, christians believe if you really regret what you did you can find redemption.
