There is a hierachy in all human crews/organizations/business. Particularly the mob. Seeing as how Billy Batts was entirely removed from that pecking order and newly returned, he has to re-assert himself.
But, as usually happens in these circumstances, they usually pick the wrong guy to try to subjugate so they can move up and get their shit checked (though he was checked quite a bit worse than most would be).
He thought he had an easy target picking on the guy that used to shine his shoes. He failed to consider Tommy had moved up quite a bit since then and he was a murderous psychopath.
