According to the SG Command Wikia, he was born in 1953 meaning he grew up during the Cold War. That's definitely a good reason to have a distaste for Russians. Plus, he's military. There's a certain amount of patriotism involved in that could easily lead to a dislike for foreign powers, especially for the next biggest power that might clash with your own.
