Why didn't the Enterprise in TNG always just fire everything when under attack?

Why weren't there any warp engines on the saucer section?

"Picard the limp-dicked pacifist" is the equivalent of the idea that Kirk was an impulsive sex addict. ie a small aspect of the character's been massively exaggerated in pop culture, which pretend-Trek fans regurgitate to act like they know what they're talking about

Try watching the show. Picard gets put into a lot of diplomacy-centered situations, sure, but he never hesitates to use force when the times comes. This is the guy who murdered his own time-travelling copy without flinching.

Actually DS9 logic is that shooting a decloaking ship in the middle of a battle is unjustified because there's a one in a billion ship it may be civilian.

What's justified is firing torpedoes at civilian colonies, but only if they contain biological weapons.

I noticed something similar in the TOS movies that annoys the hell out of me. In pretty much every movie, the enterprise only uses either phasers or torpedoes, never both. Think about it. Wrath of Khan, for instance, is a phaser movie and Undiscovered Country is a torpedo movie. I really don't understand why Enterprise never once fires a torpedo during the dogfight sequences in WoK.
