I don't think chuck's mental health really was at issue, it's just that by poking at it jimmy unveiled what chuck really thought of him, which puts his infraction in a much different light. Instead of a lawyer breaking into his strict brothers home and destroying potential evidence, it shows a very devoted brother finding out the absolute contempt and betrayal of chuck, so it's far more forgivable if he maybe goes into his brothers house in a rage and tears up some property. It's the breaking and entering and potential assault that the hearing is about.

No, that was the whole point of this arc. Everyone has treated Chucks condition like a physical ailment and he has of sound mind. The bar would not hear Chuck is mentally unstable. He still works and lives a "normal" life. If Chuck is not mentally stable and has the ability to with stand electronics, then Chuck cannot be trusted. It then falls that Jimmy's confession was coerced out of an unhealthy person. Jimmy was acting in the best interest of someone who needed more than just tinfoil.

Really though, Chucks tirade made it clear, chuck does NOT trust his brother. So why should anything Jimmy says to chuck be evidence of anything?

Yes that was a big part Jimmy's argument and why he asked about the state of the house he was trying to build the case that Chuck put him in a situation where he'd say anything because he'd be so worried about his brother. I don't think it qualifies as entrapment but it's certainly manipulative and dickish.

He was also building the case that Chuck's illness is not real he in fact uses it as a tool to manipulate people by faking symptoms and the battery + break down on the stand pretty much sealed that up.

This isn't "Jimmy randomly broke in to his brothers house and smashed shit!" anymore it's "Manipulative asshole who pretends to be sick pushed his brother to the brink because he hates him". Worst of all for Chuck was that "you have to stop him!" comment at the end, pretty much seals it that this isn't about upholding the law it's just a vendetta against his brother which he now expects the state bar to carry out for him. the definition of electricity is that electrons flow from a point A to a point B. Point A usually being the positive terminal of a battery and Point B usually being the negative terminal (breaking bad's car battery explosion, anyone?).

However the positive and negative terminals on the phone battery were completely disconnected.
