In a character driven drama, the characters drive events. Events are the results of characters interacting with one another in manners that cause reactions between characters.

The first season of the leftovers was vaguely character driven, as most events were the result of actions by established characters operating under some fashion of established logic.

Then in the second and third season, characters have done nothing but reacted to plotting developments. To say, actions by characters who aren't established and aren't operating under any sort of established logic or events that just occur out of the blue.

So the pretense of leftovers being about the characters is paper thin if you understand anything about what that claim should mean.

I'm racking my brain thinking through seasons 1 and 2 trying to think of where your criticism applies, but I can't see what you mean. Thinking through season 2, there definitely were a lot of ambiguously supernatural elements like the stuff at the lake, evie's disappearance, mary waking up from the coma, but it was obvious that those specific unexplained elements affected some characters more than they did others. Kevin wasn't really affected by Mary waking up that one night, yet Matt clearly was. People like Nora and Evie's parents are more shaken by her disappearance then, say, someone like Kevin is.

The show is built around random things happening to people and then acting like their reactions are dramatic. Period. This isn't character driven drama. As character driven drama literally means, "CHARACTERS DRIVE EVENTS." This is event driven drama, as events drive the characters. But the events are happening for no reason or purpose and the characters react in a manner that is easiest to write, without deviation.

The characters don't develop or mature. The fact they had to write out the teenaged girl once she couldn't just be "THE TEENAGED GIRL" anymore is just more proof of this. Then if the characters do develop, it happens off screen and is specifically not addressed. Because figuring out a way to get season 1 kevin to be season 2 kevin would be difficult.

This is something that a story doesn't even to necessarily have, but even so, I would say that you are wrong that we do not see the characters progress at all through the story. There are clear moments in the story where you can see how the characters progress through the story based on the events that happen to them, it's not things that happen off-screen.
