The empire uses a British sounding accent, in the same way posh Brits are taught Received pronunciation and upper class Americans used to use Transatlantic English in public.

Consider Anakin who had an American sounding accent, but after joining the empire used a more Transatlantic accent. Most officers have a British accent which is probably learned, but most lower ranking storm troopers have an American one.
