Did any other trek series talk about serious issues as well TNG did?

maybe not as overall good as tng but ds9 handled heavier issues really well at times

So the Romulans can enter the neutral zone but not Federation space, but the Federation can't enter the neutral zone at all?

That doesn't seem like a neutral zone, that seems like a simple border.
