To me jaws (1975) marks an end to the thinking person's blockbuster. After that it was usually all a visual spectacle and less so a human affair. That trend didn't really take hold until the 80's, though, so I'd say the best is a toss up between 60's and 70's although the 70's sowed the seeds of disaster that would grow into the shit blockbusters we deal with today.

The 70s are great, even if film was killed during it due to Jaws and Star Wars. But before that, New Hollywood provided some of the finest kino to ever grace the earth.
30s, 50s and 60s are also great. 2010s might also get up there though, it's been a great revival of quality indie films to fill the void left by the death of the mid-budget great films.
