Is there a more one dimensional character?

I mean there's the BBQ ribs guy but that's all he is, comic relief. Remy is supposed to be this intelligent guy but God is he bland.

Raymond Tusk. When I heard the description I was intrigued to see a billionaire villain who isn't YOLO. In first season he was this mysterious guy who is the puppetmaster behind the president of the USA and speaks chinese late at night while pretending to be an old fool. In second season he was an old fool but characters always had to remind us that he is a billionaire.
