First is character development for Ianto (who sorely needed it at this point) and for Jack, which actually do work if you take this episode in isolation (Jack as a gritty 80s-comics-style anti-hero could have turned out to be a cool character), but don't fit at all into the way their characters actually turn out.

Meanwhile, the Cyberwoman looked ridiculous, and the more you think about why she'd look that way, the more ridiculous the story gets. And, since she's the driving force for the action and horror, it doesn't matter how good the individual set pieces are, the whole thing comes off as ridiculous.

So, /who/, let's talk Time War.

So, we know at least some of it was fought conventionally as we see in Day of the Doctor. Similarly, we're told that the Doctor actually led troops into battle to the admiration of the Sontarans and all the atrocities and fighting the War Doctor is supposed to have done.

But what about the "Time" aspect of it? It's supposed to be everywhere in the universe, all at once right? Well how does that work? Did the ending of the war cancel everything out and remove it from existence? I suppose that would explain why in S1E2 it's described as being basically invisible to "lower" races but massively devastating to time-sensitive species, since they'd remember. But why did some damage remain and most of it not? If all the war was removed from time and space, why were the Zygon and Auton homeworlds left destroyed?

What about the actual "battling" in a Time War? How does a battlefield full of time travellers work? What would that even look like?

We see a horrible, centuries lasting war ala Skaro or Humans v Hath. There are a number of factions (all human), all divided along distinctly religious, cultural, national, planetary grounds. They all hate eachother too much for peace to EVER be considered an option because there's no peace with a dirty *insert enemy here*

However, much like Skaro the battlefield has gotten awful. The surface is a blasted radioactive wasteland with toxic fog and solar flares scorching the surface. Food is disgusting gruel and it's running out. People are starving, becoming sick and don't believe the war will ever end. Plus add a hatred of an invisible ruling class making the soliders fight the war.

Enter the Cybermen. Entire outposts are being converted. At first, it's thought that they're being forcibly converted: reality is much worse. It's willing conversion. Finally, the war is coming to an end. The Cybermen offer peace through unity: No more cultural/religious/racial/national differences, everyone is steel. No more sickness, hunger, thirst or radiation poisoning. Everyone is a cybernetic ubermensch. Peace for a war that has lasted nearly a thousand years, all through the cybermen. No more bowing and being sent off by a ruling class, everyone is equal under the cybermen.

The Doctor enters a race against time to try and end the war peacefully without the Cybermen, whilst also dealing with the moral implications that maybe this time they aren't the bad guys.

Basically you need to make them technocratic commie stand-ins again.

There's at least three ways to do it, but I don't think any of them were actually in RTD's mind or Moffat's.

1. Use time as a weapon. Even much more primitive time tech can be used to do things like slow down (or time loop) an army, age people to death. See Anachrophobia for examples.

2. Change your enemy's history, while preventing them from changing yours. This was part of the war in the EDA novels (although there was also conceptual warfare and other stuff going on, not just time warfare). Any traditional battles that are fought are just a means to this end. The Daleks and Time Lords may have "removed themselves from space and time" to fight the war (as RTD says in DWA), but have they really severed all causal links to their history? Even if they have, they surely must need links back into the universe to fight the war at all, and you can at least attack those links.

3. Do stuff that's completely beyond our comprehension as non-time-sensitive lower-race plebs. Maybe we'd be able to misinterpret it in a way that isn't completely wrong, as in Dead Romance, The Book or the War, etc. Or maybe anything we could see at all would just look like an uninterpretable psychedelic light show.

If you want to go the THX 1138/Equilibrium route, sure. But the Cybermen have other enhancements like intelligence and strength.

You could set it up so the Cybermen experimentation is benevolent (curing diseases or something), then someone uses the research for nefarious purposes.

Perhaps there are emotionless kill-bot humans taking over the base, the Cybermen connection isn't made until the third act.

By the way, my headcanon is that if there's a Time War between the Daleks and Time Lords that was started by Genesis of the Daleks, the Daleks' initial counterattack was to go back in time and create the accident that nuked Minyos.

That's the reason the Time Lords are anti-interventionist. Rassilon was all set to go out and reorder the universe as a benevolent dictator, and Omega told him "Remember the Minyans", and instead he set up a rigid non-intervention rule and an authoritarian government to enforce it. Which is perfect for the Daleks, who can now spend as long as they want preparing for war by eliminating other potential threats, building their power, and improving their understanding of temporal physics.

It also explains why the Time Lords are pro-interventionist near-gods in the stories before Deadly Assassin, but stagnant impotents who are so strongly non-interventionist that even their "CIA" wouldn't consider doing the kinds of things the official Time Lords openly did in the earlier stories.

If you're thinking of reading Unnatural History and Taking of Planet 5 in the near future, it's worth reading them before the FP stuff rather than after, but not a big deal either way.

You might also want to read The Ancestor Cell, or at least a good summary of it, because the original FP novel series started off as a reaction to (what Loz expected to be in) that novel.

The rest of the EDAs are only marginally relevant.

The best way I can see to have that story make sense with any other Dalek story is to assume there was more than one Dalek city and the original 1963 Daleks had never encountered or heard of the Doctor before. This is kind of supported by the Kaled/Dal issue. That's probably just a Terry Nation fuckup, but we could interpret them as two different populations and say that the Daleks in "The Daleks" are descended from Dals while all the others are descended from Kaleds.

Meant by who?

When Terry Nation wrote The Daleks, he intended that to be the only story. His later Dalek stories clearly come after that, not before it. Then Genesis just retcons everything that came before. He clearly didn't care that he'd done that, and may not have even realised it.

So different fans have come up with a number of different ways to fanwank it, none of which have ever been included in any licensed stories (except possibly in War of the Daleks, but everything after that book with Daleks in goes out of its way to contradict that book).

One version is that, when the Daleks left to start their galactic empire, there's another group that stayed behind and became pathetic, and that's who we see in The Daleks.

Another is that the Daleks and Thals both spread into space without destroying each other (which we actually know from Planet), and then they had another war back on Skaro (which explains why one story has a centuries-long war for a backstory and the other a single-day war), and The Daleks comes after that.

Another is that Genesis completely rewrote all the earlier stories. The Doctor was sent on a mission to change history, and he says at the end that he did so, even if not in the way he was expected to.

And so on. There are lots of good essays and books and RADW arguments and so on that you can read. But there's no one obvious answer that must be true.

That's how I always assumed the Time War could only ever end. Destroy both sides entirely at the same time so the war never happens in the first place.

In fact, looking to bring out those emotions in non-torturous, non-dehumanising ways could be a pretty interesting story in itself, although probably too much to cram into a 45-minute episode (if that's the format you're planning to write).

Basically, wide-scale you have as >>82492833 says, the Time Lords and Daleks one-upping eachother and spreading across all of the universe and all of time in a constantly escalating war.

In terms of conventional battle, i.e what a ground fight in a Time War looks like look to the book Anachrophobia. Zones of deaccelerated or frozen time, weapons that create storms of accelerated time and age the enemy to dust in a single moment. Bombs that freeze or loop time endlessly for an eternity. Then in terms of battle tactics, you have travelling forwards and backwards to adapt to the enemy tactics as they're happening. Throw into that all the Dalek gadgets and Time Lords being able to regenerate, as well as the sheer battle power of both sides and you've got the greatest war that could possibly exist. Enough, that after literally centuries of personal linear time battling it, would push someone like the Doctor to genocide in order to simply stop it and preserve the universe and time vortex.

Not that Doctor Who's future history is all that consistent, but if you care about it (but not enough to go digging through AHistory or something)…

Is there a reason you need it to be after Nightmare? That story says it's 1000 years since the Cyber-Wars. And in earlier stories set earlier, many people don't even know there was ever such a thing as Cybermen.

So why not just a few centuries after the Cyber-Wars? The 28th century looks like a nice gap.

You can write whatever you want but doesn't mean it happened that way. After all, wouldn't the Doctor reading any history book he ever or would ever intervene in mean those became fixed?

And even within the episode for example it doesn't hold true. The passage that 11 read about River's wrist didn't say it broke or was broken, all there was is a discussion about breaking her wrist and why they have to, but not that the Doctor or anyone actually did it.

Sure. I don't really have any problem with Moffat just saying "they can't meet again" and hanging the emotional weight of the story on that. That works, and works great.

I only have a problem with him giving us a detailed explanation for why they can't meet again, which falls apart as soon as you think about it. If he'd just left the explanation out, it would have been better.
