I realize this is bait, but I do hope critics of this scene understand the context to it. It was making fun of government incompetent and mismanagement of public spending and civil administration.

The rest of the comedy comes from the dry absurdity of it, but I suppose it's just a matter of cultural differences. I don't really find American comedy funny.
