I think it's a mixture, Moffat knew how much he fucked up season 6 and tried make things more simple. In doing so he killed his own momentum.

Not that I'm saying he should have made another season 6, he should have left when Matt did. He's made it so Doctor Who is no longer "must see TV".

The surprise (probably) isn't who is in the vault. It's guaranteed Simm Master or Missy.

The surprise is that the general assumptions that The Time Lords asked him/ordered him to keep whoever in the vault are wrong. Whichever incarnation of The Master is in vault was put in their at the request of the other incarnation of The Master to protect them FROM The Time Lords. This will also lead to the Capaldi Doctor's forced-by-The-Time-Lords regeneration in Moffat's final episode as showrunner (the forced regeneration in Hell Bent was a foreshadow. In fact, Capaldi's last episodes in many ways (Clara WILL play a major part) will feel like a follow up to Hell Bent)

42 wasn't what Chris wanted to do. He was told at the last minute that budget constraints would not allow him to go through with his original plan.

The Silurian story was also impeded by something. Chris wanted something more but was told by Steven that it wasn't gonna happen.

Look at Torchwood season 2. Russell trusted Chris with autonomy in every facet save name — Chris essentially managed the entirety of it, and it was gorgeous, and it ended with one of the greatest pieces of writing in the entirety of the Whoniverse.

Chris is gonna be in charge. He's gonna have the final word on everything. He's gonna make Doctor Who great again.

Steven asked Chibs make a light comedy blockbuster story, and he wrote Dinosaurs, there nothing wrong with that. And it was Chibs who introduced the only developed Pond's relative.

Torchwood series 2 stuff is amazing.

Only bad thing about the story is that it was hyped up and a lot of people thought the Landlord would be a Time Lord.

If my expectations hadn't been for a high-concept lore-filled story then I wouldn't have been disappointed. In fact, I was having fun until the last ten minutes. The denouement was just dragged out and that scene in the bedroom took too long. Otherwise, it was a solid story. The sound thing wasn't so interesting, though.

Although, the differences became more clear later on, I have to say during Moffat's first year or two or three as showrunner it didn't feel terribly different from the RTD era. Is it going to be the same with Moffat to Chibnall (subtle changes and such, at first anyway) or is it going to be like a BIG change going from Moffat to Chibnall?
