Unlike BB1 and BB9, BB4 and OTT have some redeeming qualities, so they shouldn't be in the same tier imho.
By what criteria BB16 is better than BB15? BB16 was boring af, had Frankie in it and BB15 had way better waifus (if you are watching BB for them).
Also BB14 is not that great if you are not big fan of Dan or Ian. I would switch it with BB10 which had more well rounded cast.
