no. there it doesn't have to be half or more. It just has to be a small fraction of movies seen so that when you actually seen a lot of relevant movies even a small fraction of monologues seen would still amount to a decent number of monologues that could be considered to be better. Therefore an experienced movie goer would never ask himself if the monologue in a movie that has batman in the title is the best monologue in all of film history ever.

The motivation is that he wanted to break Gotham (the boat scene). He didn't care about the money or power, he just wanted to show Batman that while his influence was big, he couldn't change human nature.
