Now that's a good question. I suppose raiding Rohan provided some resources, but I doubt you could raise a 10k army on that alone. Hunting around Dunland and Fangorn could feed 200 soldiers maybe...

In the books there is something fishy going on between Saruman and the Shire, while the Fellowship is away on its quest. When he's defeated, Saruman goes to the Shire to rule there for a bit, but before that I think he still had some contacts there that perhaps arranged some resources coming in to Isengard, idk.
