Snow White was also backed by RKO and 1.5 million dollars and it was setting a precident. It needed to be the best thing ever otherwise Disney wouldn't really be around. Fantastic Planet would have been twice as expensive and less unique if not for the cutout style. Also, that and limited animation were the rage in the 60's. (Python,Yellow Submarine)

Pretty much any (American) animated short from the 30's has way better animation. No need to bring up feature length films. This film is obviously trying to do something outside of established Western animation, a la 12 principles, so it's mostly irrelevant.
