It's kind of assumed Thor, him, and iron man's solo movies end at a trilogy each but civil war would be a highly anticlimactic end to Roger's story
What would be the logical conclusion to Roger's arc?
The quiet rural life, retirement and marriage at the end of infinity wars?

not a great ending but a solid trilogy. We will get an ending for him in Infinity Warz but i doubt they will make a part 4

I wouldn't be surprised if they just rebooted the series after the fourth Avengers movie and just had new actors play all the same characters.
