Not a movie, but the blooper reel for the Berserk (1997) English dub was top-tier comedy.

Jackie Chan movies have the best bloopers because they almost all involve stunts going wrong. The failed motorcycle stunt from super cop where the lady most gets thrown under a moving train makes me crack up every time I think about it.
