The thing is, Twin Peaks was not so well received by normie viewers after the pilot. They grew tired of the show and ratings dropped substantially, quickly over time. In an effort to turn it around they made a lot of changes to the show, like making it more like a soap, and adding all those weird subplots. It's the reason why Season 2 is generally considered so shit.

How much of it was actually Lynchs work? It doesn't seem like the other stuff hes done

Its a cult classic kind of deal. Kind of like the Room or Rocky Horror Picture show. People start to think of the acting and shit as more of a feature than a bug.
