breakind down the scene i see it this way.

The confrontation is at first Tommy's fault. He doesn't give Billy his due respect and gives him a cold fish welcome home. Whats wosre thoughis he gets fresh and shows Billy his insecurity, Billy is 100 percent in his rights to break his balls; that is until Tommy apoligizes. Tommy has been sufficiently humbled by the apology and shown respect. In a culture where respect and rep are everything, Tommy had to react to save face. Sure, Billy was made but he put Tommy in a situation where he had to do something. Tommy being Tommy it was murder. Ultimitley, through Jimmy bears the blame. Billy and Tommy got locked in a death spiral to save face and the only one to put on the breaks was Jimmy or Henry. They saw what was happening and should have brokered a sit down or a truce. Instead they went for the dumb short term solution.
