I think it's just a coincidence, because Tommy was going to always drop Lily off at Kevin's door due to him knowing Kevin would raise it like he did with Tommy as his own kid. The really lucky part which could have been due to Wayne but, I think it's just a coincidence is Nora showing up to Kevin's porch with the letter and deciding to stay.

This is just my interpretation though, I think it's left open to interpretation on purpose.
