Riker probably would have been the action-lead of the series, but it turned out that Frakes had a bad back owing to an injury suffered working as a mover years before. He couldn't even sit down normally (leading to his infamous straddle maneuvers), let alone do convincing action sequences. By comparison, Stewart was (and still is, for a man approaching eighty) excellent shape and was able to segue into a more active role as the series progressed.
